For farmers, entrepreneurs and cooperatives applying to the Rural Development Investment Programme, we are with you from idea to grant payment: we assess eligibility, develop the project, prepare the application and manage implementation after the grant contract.

Pre-assessment

Project development
- Business plan, capacity and raw material/feed supply plan
- Coordinating the technical project with architects, engineers and agricultural engineers
- Brand-neutral technical specifications and machinery list
- Budget against reference prices, own funds and cash-flow plan

Application
- Tracking permits and documents: zoning, title/lease, consents, farmer registry
- Collecting quotes in line with procedure
- Online application in the Rural Development Information System and file review

Implementation
- Grant contract and schedule management
- Running procurement in line with the rules
- Following construction and machinery installation, preparing for on-site checks
- Interim and final payment request files

Monitoring
- Obligation calendar for the 5-year monitoring period

We are preparing our own April 2027 application for our family land in Eziler with the same process; we learn the rules in practice.
Regulation-based work
We read the communiqué, implementation and procurement principles line by line and base rate, score and eligible-cost calculations on sources.
We handle the technology
We can design and install the systems needed for the solar (+5) and agricultural IT and automation (+5) bonus rates.
How are applications scored?
Applications are ranked on 90 reference points, with up to 10 more for Ministry policy and production planning. Who the applicant is has the biggest effect on the score.

Most common reasons for rejection
- 01Applying after the deadline or outside the online system
- 02Naming a company, brand or model in the budget or technical specification
- 03More than 5 uploaded documents wrong or missing (5 or fewer get 5 working days to fix)
- 04Grant-eligible amount below 100k TL or above 30 million TL
- 05Wrong topic code, capacity limits not met or a technically unworkable project
- 06Copied projects, or projects on the same site with shared interests or that complement each other
- 07Having received a Ministry investment grant within the last 2 years
- 08No lease of at least 7 years on leased land, or missing Law 5403 permits
- 09The site being mortgaged, seized or under litigation
- 10False statements, bankruptcy/liquidation or criminal record barriers
Costs the grant does not cover
- Buying land, plots or buildings; rent
- Second-hand or used machinery and equipment
- Recoverable VAT and other taxes
- Consultancy and project management
- Interest, exchange differences and banking costs
- Fuel, water, electricity, consumables, repairs and spare parts
- Separately invoiced transport and installation
- Live material such as animals, seedlings and seeds
- Transformers and power lines (except for renewable energy plants)
- Any spending before the grant contract
Application file
- Signed application form and business plan from the online system
- Title deed; a lease of at least 7 years if leased; notarised consent if co-owned
- ID and criminal record; for companies, trade registry gazette, signature circular and tax certificate
- Architectural, structural, electrical and mechanical designs, bill of quantities, machine layout, technical specification and technical report
- Law 5403 permit and EIA decision or exemption
- Farmer registry (ÇKS), TÜRKVET or relevant registration
- Notarised general undertaking and topic-specific undertakings
- Application fee receipt
Calendar and deadlines
- 01
Grant contract
Signed by the last working day of November at the latest. Up to 30 extra working days in total for authority or supplier delays.
- 02
Project completion
By the last working day of June of the following year. No extensions except force majeure.
- 03
Permit submission
Permits applied for before the completion date can be submitted within the following 20 working days.
- 04
Monitoring
5 years from the final payment. The facility stays in operation; it cannot be sold, transferred or leased, and its purpose and capacity cannot change. Progress reports every four months.
In case of breach
- The contract is terminated and the grant is recovered with late-payment interest.
- Terminated beneficiaries and their partners are barred from KKYP for 3 years.
- False or forged documents bar access to all state support for 5 years.
