Eziler Investment Preparation
For an April 2027 application to the Rural Development Investment Programme we are preparing compost or livestock facility options on our family land in Eziler, Güney. Legumes are processed under contract at existing facilities in Denizli; we are not using the grant for that.

Grant options
Compost from farmyard manure (HOG-A) or a livestock facility (cattle or sheep/goats). The programme allows one project per applicant, so only one will be chosen.
Legumes
Legumes are cleaned under contract at registered facilities in Denizli and packed under our brand. We publish machinery, construction and roadmap guides for those who want to build such a facility.
Application target
Preparation targets the 2027 Rural Development Investment Programme call. The options will be reviewed when the current guide is published.
Investment site: Eziler, Güney
The facility is planned on our family’s farmland in Eziler, a neighbourhood of Güney district in Denizli. Eziler had town (belde) status until 2012 and is now a rural neighbourhood. The exact parcel and layout will be finalised once title deed, zoning and agricultural building permits are complete.
Rural area requirement
The Rural Development Investment Programme requires investment in a rural area. Eziler, a rural neighbourhood, meets this; the grant rate for investments in villages, towns and rural areas is 60%.
What raises the rate
Adding renewable energy (solar panels) gives +5 and using agricultural IT and automation in the facility gives +5. The total is capped at 70%.
Close to raw material
Close to livestock farms and growers around Güney, Buldan and Eşme; manure supply for compost or feed supply for livestock is planned from here.
Access and utilities
Our family land has vehicle access. Mains water, power connection and distances will be confirmed with the relevant authorities.
Permits
Agricultural building opinion from the district directorate, ownership and co-owner consents, building permit and food business registration will be completed before applying.
Fixed site, open sales
A grant-funded facility stays at its approved site and purpose throughout monitoring. Packaged products can be shipped across Türkiye and to Bodrum.
Site and rates are assessed under Communiqué 2026/9; they will be reconfirmed when the 2027 guide is published.
Facility lines by option
Compost facility (HOG-A)
Concrete compost platform, leachate channel and pond, compost turner, screen, bagging and weighing. Processing and packaging units must be built together; vermicompost is excluded.
Livestock facility (TÜY-B / TÜY-C)
Barn or fold, feed store and leak-proof manure store; machinery matched to capacity. Buying livestock is not grant-eligible; the water-restriction status of the basin will be checked for cattle.
Shared areas and technical requirements
- Zoning status, the agricultural building opinion and whether non-agricultural use permission is needed will be checked first, whichever option is chosen.
- Availability and cost of power, water, internet and address registration will be obtained in writing; they are not assumed to be grant-eligible.
- On shared land, the other owners' notarised consent and a 7-year undertaking not to build an obstructing facility are required.
This is a preliminary feasibility list. The machinery report, new-equipment requirement, conformity documents and reference-price rules must be checked against the official guide for the application period.
Machinery procurement documentation
- Equipment included in a grant application is planned to be new and unused.
- The machinery report and scaled layout should align with facility capacity and process flow.
- Check current requirements for domestic and imported equipment, including TSE/TSEK, test reports, Domestic Goods or CE/conformity documents.
- Keep machine nameplates showing make, model, serial number and manufacture year, together with catalogues and invoices.
- Confirm the eligibility and invoicing treatment of freight, installation and other ancillary costs in the current procurement guide.
Image processing and automated quality-control equipment can be assessed in the technical plan. Do not promise an additional grant rate for automation unless the official 2027 call confirms it.
Reference prices and quotations · 2026/9 summary
Machinery and construction schedules
The shared 2026 guide uses separate reference schedules for machinery and public-agency unit-price items for construction.
VAT and ceiling checks
The 2026 summary says reference and quotation comparisons are made excluding VAT. How any amount above a ceiling is treated must be checked against the 2027 procurement rules.
Unlisted machinery
For specialised equipment, check other public/TKDK references or the current method of the Provincial Reference Price Commission.
Technical-report evidence
Document each machine's name, make/model, capacity, role in the process and fit with facility capacity, alongside specifications and a scaled layout.
Technical reports and project attachments
- The machinery report should state each machine's technical details, capacity, necessity and fit with the facility flow; confirm current professional-authorisation and signature requirements in the official guide.
- The construction report should describe total floor area, uses and site/building conditions; quantity take-offs, cost estimates and specifications should match the approved drawings.
- After contract signing, progress/final reports, payment evidence and site-inspection records must follow the form and schedule in the signed contract.
Reference lists, VAT treatment, eligible costs and report formats may change by application period. 2026/9 information is not a 2027 price ceiling or approval guarantee.
Architectural layout and permitting preparation
Project drawings
Architectural, structural, electrical and mechanical plans will be prepared with authorised project professionals. Preliminary and detailed drawings required at application and contract stages will be confirmed against the current guide.
Legume process area
Raw-legume intake, cleaning/screening, grading and packaging will be laid out to match product and staff flow. Finished goods sourced externally will be kept separate from this production line.
Machine layout
Machine dimensions and capacity will be shown in a scaled layout alongside raw-material intake, screening/grading, packaging and finished-product storage.
Zoning and land-use permits
Zoning, building permits and any land-use permissions required for agricultural land will be confirmed with the competent authorities before application.
Area and budget limits
The shared 2026/9 implementation summary lists percentage limits for administrative areas and earthworks. These are not treated as confirmed requirements for a 2027 application and must be verified against its official guide.

The file and investment site are inspected; the 2026/9 summary reports a five-business-day window to sign after the site-identification record.

Implementation and monitoring
Implementation starts on the contract-signing date. The 2026 framework includes four-month progress reports and monitoring obligations after final payment.

Application and implementation preparation
- When the 2027 call is published, verify applicant, location and eligible-activity requirements against the official guide.
- Define the chosen facility's layout, capacity and new machinery needs with a technical project and specifications.
- Document the raw material (manure) or feed supply plan, quantities, seasonal access and the business plan.
- Prepare the investment budget, own contribution and cash-flow plan under the current rules.
- Keep comparable offers, procurement, invoice and payment records traceable and compliant with the applicable procedure.
- If a grant contract is signed, manage reports, site inspections and monitoring duties against its schedule.
