Facility Construction and Layout Guide: Legumes, Compost and Livestock

A reference for investors planning one of these facilities: building programme, utility connections and permit checks for legume cleaning and packing, compost and livestock facilities. Floor area and cost depend on the architectural project, zoning and permits, utility distances and quotes.

    Option 1: Legume Processing and Packaging Facility

    • Enclosed food-grade building: Steel structure or sandwich-panel cladded, dust-free and easily washable enclosed food processing building.
    • Functional zones: Raw legume intake and raw-material storage, cleaning/screening hall, packaging and labelling zone, finished goods dispatch warehouse.
    • Hygiene and linear flow: Linear layout preventing cross-contamination from raw input to finished product; washable epoxy flooring and dust-extraction ducts.
    • Staff and administrative areas: Changing rooms, WC/washrooms, small office and quality control sample retention space.

    Option 2: Open-Platform Compost Facility (Organic Manure HOG-A)

    • Concrete compost platform: Approx. 200–300 m², 1–2% slope, 15–20 cm thick C30/37 impermeable reinforced concrete slab.
    • Leachate collection drainage and basin: Reinforced concrete perimeter drains and impermeable leachate collection lagoon preventing groundwater pollution under environmental regulations.
    • Semi-open steel shed: Approx. 60–80 m² steel canopy structure protecting mature compost from rainfall during screening, bagging and palletized storage.
    • Perimeter security and weighbridge: Site boundary fencing, biosecurity access gate and ground platform scale for raw material/product weighing.

    Option 3: Livestock Facility (Cattle / Small Ruminants)

    • Barn and cubicles: Semi-open, naturally ventilated free-stall steel/precast barn; rubber mattress bedding, feed alley and service corridors.
    • Feed store and silage bunker: Forage and bale storage barn; reinforced concrete silage pit with leachate drainage.
    • Manure pit and lagoon: Impermeable reinforced concrete slurry pit with at least 6 months storage capacity, separator platform and liquid manure lagoon.
    • Milking parlour and milk room (Dairy scenario): Washable hygienic tiled floors/walls, herringbone milking pit, milk cooling tank and machinery room.
    • Maternity and isolation unit: Newborn calf/lamb pens and isolated quarantine pens for sick animals.

    Water, Electricity and Utility Connections

    • Electrical infrastructure: Grid connection opinion from regional distributor (ADM EDAŞ), transformer distance and capacity; rooftop solar (PV) integration potential.
    • Water supply and testing: Land well water or mains connection; laboratory potable testing for food hygiene or livestock drinking standards, booster and filtration design.
    • DSİ groundwater permits: Formal confirmation of well water allocation purpose; easement and excavation permits for off-site utility trenches.
    • Access and wastewater: Stabilized heavy-vehicle access road suitable for trucks, septic or wastewater treatment connection.

    Zoning, Permits and Grant Eligibility Rules

    • Agricultural land use and building permit: Agricultural building / non-agricultural land use approval under Law No. 5403; municipal/provincial building permit.
    • EIA and environmental clearances: EIA Exemption / Not Required certificate for compost and livestock projects.
    • Unit price schedules: Grant-eligible civil works are budgeted against Ministry of Environment unit price rates; excess costs are covered by investor equity.
    • Strict rule against pre-contract works: No excavation or construction work may commence on site prior to the official signing of the grant contract.
